I am pleased to share with you my latest policy paper published by the Democratic Arab Center (DAC) in Berlin, which provides a comprehensive, neutral strategic analysis of the recent developments at the unique EU-Africa land border.

Diplomacy of Deterrence and Emergency Laws: The Spanish National Security Council and the 2026 EU Pact as Tools for Redefining Border Rules in Ceuta and the Future of Partnership with Morocco
📌 Executive Summary (English)
This study examines the geopolitical, legal, and institutional dimensions stemming from the convocation of the Spanish National Security Council in August 2026, and its declaration of a “Situation of Interest for National Security” in the enclave of Ceuta following unprecedented migratory influxes. The paper analyzes the draft reform of the Spanish Alien and Asylum Law, designed for systematic alignment with the new “EU Pact on Migration and Asylum” enacted in 2026. It evaluates the legal maneuver around “hot returns” through the newly introduced concept of the “Fiction of Non-Entry” and its compatibility with the 1951 Geneva Convention. Based on comparative tracking of diplomatic positions, the paper presents future scenarios governing the future of Spanish-Moroccan relations and the dilemma of unaccompanied minors, highlighting the joint FIFA World Cup 2030 project as a critical structural geopolitical stabilizer.

تبحث هذه الدراسة في الأبعاد الجيوسياسية والقانونية والمؤسساتية المترتبة على استدعاء مجلس الأمن القومي الإسباني في غشت 2026، وإعلانه “وضعية ذات أهمية للأمن القومي” في مدينة سبتة عقب تدفقات الهجرة الاستثنائية. تُحلل الورقة مشروع إصلاح قانون الأجانب واللجوء الإسباني الرامي للمواءمة مع “الميثاق الأوروبي الجديد للهجرة واللجوء لعام 2026”. وتناقش الالتفاف القانوني على “الطرد الساخن” عبر مفهوم “عدم الدخول القانوني”، ومدى توافق هذه الإجراءات مع اتفاقية جنيف 1951 والاتفاقية الأوروبية لحقوق الإنسان. مستندةً إلى رصد المواقف، تطرح الورقة سيناريوهات مستشرفة لمستقبل العلاقات الإسبانية-المغربية وملف القاصرين، وتخلص إلى الدور المحوري لمشروع كأس العالم 2030 ككابح بنيوي يحول دون انهيار التعاون الاستراتيجي بين البلدين.
