إن سلطة أمر الواقع الحالية، وبموجب القانون الدولي والوطني، تفتقد لأي “شرعية تعاقدية” تمنحها الحق في رهن مقدرات الدولة السورية لعقود طويلة الأمد. في ظل حكومة وبرلمان غير منتخبين بالشراكة مع الإخوان المسلمين، فإن أي عقد يُوقع اليوم يُعتبر “عقد إذعان باطل بطلاناً مطلقاً”، ولن تلتزم به أي حكومة وطنية منتخبة قادمة. إننا نحذر كافة الجهات الدولية من أن هذه العقود تندرج تحت توصيف “الديون غير الشرعية” (Odious Debt) التي تُبرم لتمويل قمع الشعوب والسكوت عن جرائم الحرب والجرائم ضد الإنسانية وفق التقارير الدولية، وبالتالي فهي غير ملزمة للدولة السورية مستقبلاً.
الابتزاز السيادي الممنهج (Sovereign Extortion):
نحذر الشركات الدولية من نمط “الابتزاز السيادي الممنهج”، حيث تُستغل أدوات السلطة لفرض إرادة الدائرة الضيقة عبر فرض عمولة غير قانونية قسرية (نموذج الـ 20%)These are amounts requested outside the tax and legal framework, which puts the investor in direct confrontation with international anti-money laundering and corruption laws, according to documentation..
غياب الأمان التعاقدي والمجموعات غير المنضبطة:
لا توجد بيئة آمنة في ظل سيطرة خريجي “الدورات الشرعية” على القضاء. إن الضمانات الشخصية واهية؛ فالسلطة التي تبتز المستثمر اليوم هي ذاتها التي ستصادر أصوله لاحقاً عبر “المجموعات غير المنضبطة” التابعة لها، مما يضطر الشركات لجلب جيوش خاصة لحماية منشآتها (مثال: حرق مكتب مستثمر بدمشق)، وهذا ينسف مفهوم الاستقرار الوطني.

• خديعة “Transitional justice”: لقد كذب “Sharia” في ادعاءاته؛ فلا يمكن تحقيق عدالة انتقالية يقودها “الجلاد” أو منظومة تمارس المحاكمات الميدانية السريعة والتصفيات الفردية وخطف النساء ودعم فكر التطرف لدى الأطفال والتربية الجهادية، وترفض تنوع النسيج الاجتماعي السوري الأصيل. العدالة في قاموس هذا التحالف هي أداة لتثبيت السلطة لا لبناء دولة القانون.
The third axis: تحالف “Looting and ideology” (مسؤولية الإخوان المسلمين)
• الشراكة في الجريمة: تنظيم الإخوان المسلمين شريك عضوي في التغطية على جرائم النهب والابتزاز العائلي. إن هذا التنظيم الذي أفشل ثورات الربيع العربي عبر “مال الفساد السياسي” ليس مرغوباً لدى غالبية الشعب السوري؛ فسورية بحاجة لدولة المؤسسات والمواطنة لا لدولة الأجندات.
• المتاجرة بالقضايا والارتهان لإيران: يستخدم الإخوان “ورقة فلسطين” كأداة تخدير شعبي وتغطية لصفقاتهم السرية، بينما ينسقون ميدانياً لتنفيذ أجندة المحور الإيراني لضمان بقاء الفوضى في المنطقة.
• السيطرة الناعمة: يقدم الإخوان أنفسهم كضامن “ناعم” للسيطرة على المجتمع وتجنيد الناس بمشاريع وطنية زائفة تخدم التنظيم الدولي، لتكون سورية فرعاً إقليمياً بواجهة عسكرية لتنفيذ أجندات تهدد السلام الإقليمي.
Conclusion: “The mask falls: خطاب الاستهلاك الخارجي مقابل واقع القمع الداخلي”
إننا في القوى الوطنية والمجلس (NCHR) نضع المجتمع الدولي والمستثمرين أمام حقائق التناقض الصارخ؛ فبينما تُباع وعود “Civil state” في لندن، تُمارس أبشع أنواع التضييق والإقصاء في الداخل. إن محاولة إعادة تدوير الإرهاب بعباءة مدنية بضمانات الإخوان هي مراهنة خاسرة على حساب دماء السوريين وجوعهم. أي توقيع من “Sharia” اليوم هو دعوة لنهب أموالكم غداً تحت وطأة السلاح والابتزاز السيادي.
“وأخيراً، السؤال الاستراتيجي المطروح اليوم أمام ضمير العالم ومصالح القوى الإقليمية:
هل سينجح تنظيم الإخوان المسلمين، بعد إخفاقاتهم المدوية في تجارب ‘الربيع العربي’، في إعادة إنتاج أنفسهم عبر ‘بوابة لندن’ الاقتصادية (مجلس رجال الأعمال السوري البريطاني/الأمريكي) وتحالفات الضرورة مع واجهة عسكرية متطرفة راديكالية ارتكبت جرائم حرب؟ وهل يمكن لهذا المشروع أن يستقر في ظل رفض عربي قاطع، وسجل حافل بالغدر السياسي والتخريبي تجاه دول الجوار، وتصادم حتمي مع التوازنات الدولية الكبرى؟ وخاصة في ظل المراجعة الأوروبية الشاملة لنشاط تنظيم الإخوان المسلمين، واستمرار العقوبات الأمريكية، وتصنيف فروع للتنظيم ككيانات إرهابية في الشرق الأوسط وفي بعض الولايات الأمريكية.
إن محاولة رهن مقدرات سورية وبيع سيادتها مقابل ‘كرسي السلطة’ هي مراهنة انتحارية؛ فالتاريخ والجغرافيا يثبتان أن سورية لا تُحكم بعقود النهب ولا بأيديولوجيا الإقصاء، وأن أي مشروع يولد في غرف مغلقة بالخارج والشركات العابرة للحدود سيتفكك حتماً أمام صخرة الوعي الوطني السوري والرفض الإقليمي الشامل.”

Introduction: Syria as an “Impossible Investment Environment” (Structural Collapse)
Before considering any economic commitments, it is vital to recognize the current Syrian reality characterized by “Structural Instability,” which renders any long-term project a suicidal venture. Field monitoring confirms that Syria today exists in a state that nullifies the basic foundations of a state:
• A Captive State: Syria has become an open arena for foreign powers. The current authorities have caused a deep rift in the social fabric and traded national sovereignty for conflicting regional agendas in exchange for superficial and false promises.
• Dominance of the “Radical Establishment”: Administrative sectors suffer from the hegemony of “Clerics” and extremist ideology in partnership with the Muslim Brotherhood, obstructing any civil legal path or the institutional transparency required for international projects.
• Imminent Social Explosion: The Syrian people endure extreme hunger and oppression, which serves as fuel for an inevitable “Revolution of the Hungry” that will topple any agreements made over the heads of the starving population.
Section I: Nullity of Legal Authority and Absence of a Secure Investment Environment
Lack of Legal Capacity to Contract:
The current de facto authority, under international and national law, lacks any “Contractual Legitimacy” to mortgage Syria’s resources for long-term decades. Under an unelected government and parliament in partnership with the Muslim Brotherhood, any contract signed today is considered an “Adhesion Contract: Null and Void.” Future elected national governments will not be bound by them. We warn all international parties that these contracts fall under the classification of “Odious Debt,” concluded to fund the suppression of the people and ignore war crimes and crimes against humanity, as documented by international reports.
Sovereign Extortion:
We warn international companies against the pattern of “Sovereign Extortion.” State tools are being exploited to impose the will of a “narrow inner circle” by forcing illegal and coercive commissions (the 20% model). These payments are demanded outside of legal and tax frameworks, placing investors in direct violation of international anti-money laundering and anti-corruption laws.
Absence of Contractual Security and Unregulated Groups:
There is no secure environment while the judiciary is controlled by graduates of “Sharia courses.” Personal guarantees are worthless; the same authority extorting investors today will confiscate their assets tomorrow through its “Unregulated Groups” (e.g., the burning of an investor’s office in Damascus). This completely negates the concept of national stability.
Section II: Refuting the “Falling Masks” at the London Seminar (Chatham House)
Al-Shara’a’s contradictory responses in London exposed the falsehood of “State and Institutions” claims:
• The “Women and Freedoms” Myth: Evading the recognition of Syrian women’s sovereign rights is an official declaration of a “Male-Dominated Exclusionary State” that contradicts human values.
• The “Parliament and Law” Deception: Claiming that a “Parliament sets the laws” is merely an attempt to produce a “Parliamentary Version of the Taliban.” An Islamist-dominated parliament will serve as a “Legislative Guillotine” to enforce a radical ideology that stalks citizens’ private lives and suppresses freedoms, all while baiting the West with economic lures to sustain the regime.
• The “Transitional Justice” Hoax: Al-Shara’a’s claims regarding justice are blatant lies. Transitional justice cannot be achieved by the “Executioner” or a system that practices summary field trials, individual assassinations, kidnapping of women, and the radicalization of children through “Jihadi Education.” Justice, in the lexicon of this alliance, is a tool to consolidate power, not a pillar for the Rule of Law.
Section III: The “Looting & Ideology” Alliance (Responsibility of the Muslim Brotherhood)
• Partnership in Crime: The Muslim Brotherhood is an organic partner in covering up crimes of looting and family-based extortion. This organization, which failed and caused the failure of the Arab Spring—specifically in Syria—through “Political Corruption Funds,” is rejected by the majority of the Syrian people. Syria needs a state of institutions, law, and citizenship, not an “Agenda State.”
• Exploitation of Causes and Subordination to Iran: The Brotherhood uses the “Palestinian Card” as a tool for public sedation to cover their secret deals, while coordinating on the ground to execute the Iranian Axis agenda, ensuring continued chaos in the region (as seen in Jordan, Lebanon, Egypt, and Sudan).
• Soft Power Control: The Brotherhood presents itself as a “Soft Guarantor” to control society and recruit people into fake national projects that serve the “International Organization,” aiming to make Syria a regional branch for extremist agendas that threaten regional peace.
Conclusion: “The Mask Falls: External Consumption Rhetoric vs. Internal Oppressive Reality”
The National Forces and the NCHR place the international community and investors before a stark contradiction: while promises of a “Civil State” are sold in London, the most heinous forms of suppression and exclusion are practiced at home. Attempting to recycle terrorism in civil clothing under Muslim Brotherhood guarantees is a losing bet at the expense of Syrian blood. Any signature by “Al-Shara’a” today is an invitation to have your capital looted tomorrow under the weight of the gun and Sovereign Extortion.
“And Finally, the strategic question posed today before the world’s conscience and the interests of regional powers:
Will the Muslim Brotherhood succeed, after their resounding failures in the ‘Arab Spring’ experiences, in reproducing themselves through the ‘London Economic Gate’ (Syrian British/American Business Council) and alliances of necessity with a radical extremist military front that has committed war crimes? Can such a project stabilize in the face of a decisive Arab rejection, a track record of political betrayal and subversion against neighboring countries, and an inevitable clash with major international balances? This is especially critical in light of the comprehensive European review of the Muslim Brotherhood’s activities, ongoing U.S. sanctions, and the designation of its branches as terrorist entities in the Middle East and across several U.S. states.
The attempt to mortgage Syria’s resources and sell its sovereignty in exchange for the ‘Seat of Power’ is a suicidal gamble. History and geography prove that Syria cannot be governed by contracts of looting or the ideology of exclusion. Any project born in closed rooms abroad and through transnational corporations will inevitably disintegrate against the rock of Syrian national awareness and comprehensive regional rejection.”
