A national jurist statement
“Syria is a sovereign homeland.. It is not a guardian of the corridors or a laboratory for extremism”
(Four Seas Project: The legal, legal, ethical and realistic position)
introduction:
While international diplomatic salons are busy marketing the so-called “New Syria”And the facades of authority in international forums are trying to claim to fulfill pledges and achieve stability based on Syria’s geopolitical position as a center connecting corridors and seas. The most prominent question arises.: How do the Syrian people benefit from the benefits of their geographical location? What are the requirements in light of a fragile field reality that threatens the revolution of the hungry and the spread of extremist ideology and lawlessness? What we see confirms that we are facing a process “Strategic deception” It aims to dismantle the Syrian state and turn it into a mere security feudalism and an identityless trade corridor.
The Syrian National Council, based on its national, legal, moral and political responsibility, and in alliance with the national forces (The National Movement of Syrian Civil Society, the Free Democratic Patriots Movement, the Syrian Strategic Studies and Research Committee); It places these facts and warnings before international public opinion, parliaments, international organizations, diplomatic missions, the United Nations, the High Commissioner for Human Rights, and the International Commission of Inquiry.:
Firstly: Institutionalizing repression and invalidating allegations “State of law”
The continuation of security practices based on forced disappearance and killing under torture, the latest of which is a citizen tragedy “Ahmed Al-Ayadah Al-Dayeh” In Deir ez-Zor (He was forcibly disappeared and his family was informed of his death under torture on April 24, 2026)The individual qualifiers will continue, as happened in Baniyas (Breaking into the master's house “Shaheen Ahmed Ahmed” He killed him and his son “bar” On April 15, 2026); It confirms that the current system is nothing but a reproduction of previous intimidation mechanisms with new official uniforms. A government kills its citizens behind bars “Fake recovery” It goes beyond the judiciary and is an incompetent authority, and any legitimacy it claims in exchange for a functional role is stripped of it.
secondly: Deliberate impoverishment and doctrinal engineering (Savage neoliberal policies)
We warn against politics “Systematic starvation” To exchange a loaf of bread for ideological loyalty, and to replace one regional penetration with another by supplying radical approaches alien to Syrian moderation.. The Ministry of Endowments’ attempt to control merchants’ shops in Damascus in Hajjah “Ottoman endowment” Giving it to foreign companies and selling the property of Syrians is to crush the middle class and blackmail Syrians into giving up moderation in favor of the Salafi-jihadi ideology that is practiced in mosques against their children..
Third: The crime in the Tel Hamis area and the violation of the right to education
The exception is the city of Tel Hamis and its countryside (450 villages) Examination centers with an Arab majority are a blatant violation of the right to education according to...:
• Universal Declaration of Human Rights (Article 26).
• International Covenant on Economic and Social Rights (Articles 13-14).
• Convention on the Rights of the Child (Articles 28-29) The UNESCO Convention against Discrimination in Education.
This marginalization aims to create an environment of ignorance that makes our children an easy prey for extremism and military mercenaryism. It is a collective punishment that deepens separation..
Fourth: Invalidation of the legal capacity of an initiative “The four seas”
That's what he announced “Ahmed Al-Sharaa” In Nicosia it is “Mortgage instrument” He does not have a popular mandate to issue it. We refuse to turn Syria into “Joint stock company” Protected by warlords and corrupt families. Any commitments signed in Brussels on May 11 are legally invalid. We warn the European Union and international companies against deals built on the ruins of Syrian sovereignty and blood, as paths over land without a democratic path are paths over shifting sands..
Fifth: They are an illusion of stability and a warning against “The suspicious transaction”
Resurrecting the 2009 project in 2026 is an attempt to sell “Safe land route” In exchange for remaining silent about crimes. It's a quid pro quo “Legitimacy and money” By ensuring the security of Asia’s corridors towards Europe is a circumvention of the political life for which the Syrians sacrificed, and an imposition of... “Permanent princely rule” It kills the dream of a civil state.
Sixth: An appeal to the elite and the reflection of projects on the people
The silence of the international community on radicalism and crimes, despite the reports of the International Commission of Inquiry, is an unacceptable double standard. The countries that request investments in Syria have their people enjoying democracy, while Syria legitimizes an authority that robs the citizen of his right to decide and transfer power through a broken parliament and an unelected authority..
Conclusion and historical warning:
Syrian history confirms that any authority imposed to please the outside world and ignore the will of its people is an authority doomed to disappear. Betting on armed groups to secure the interests of the continents is a suicidal bet. Syria's position requires building a democratic civil state, a state of institutions and a law to implement projects, and not supporting a ruler with a jihadi background and family corruption..

National Human Rights Statement
“Syria: A Sovereign Homeland.. Not a Corridor Guard or a Laboratory for Extremism”
(The Four Seas Project: Legal, Human Rights, Ethical, and Realistic Stance)
Introduction:
While international diplomatic circles are preoccupied with marketing the so-called “New Syria,” and as the current authorities’ fronting figures in international forums attempt to claim fulfillment of pledges and achieving stability based on Syria’s geopolitical position as a hub for corridors and seas, a pivotal question emerges: How shall the Syrian people benefit from the wealth of their geographical location? What are the requirements in light of a fragile field reality that threatens a “revolution of the hungry,” the spread of extremist ideology, and the absence of law? What we witness confirms that we are facing a process of “Strategic Deception” aimed at dismantling the Syrian state and transforming it into a mere security fiefdom and a nameless trade corridor.
The Syrian National Council, stemming from its national, legal, ethical, and political responsibility—and in alliance with national forces (The National Current for Syrian Civil Society, The Free Democratic Patriots Movement, and The Syrian Strategic Research and Studies Committee) — presents these facts and warnings to international public opinion, parliaments, international organizations, diplomatic missions, the United Nations, the Office of the High Commissioner for Human Rights (OHCHR), and the International Commission of Inquiry:
I. Institutionalized Repression and the Invalidity of “Rule of Law” Claims
The continuation of security practices based on enforced disappearances and extrajudicial killings under torture—most recently the tragedy of citizen Ahmed Al-Ayadah Al-Dayeh in Deir ez-Zor (who was forcibly disappeared and his family notified of his death under torture on April 24, 2026), and the ongoing individual liquidations as occurred in Baniyas (the storming of Mr. Shaheen Ahmed Ahmed’s home and the killing of him and his son, Nawar, on April 15, 2026)—confirms that the current security apparatus is merely a reproduction of previous intimidation mechanisms under new official uniforms. An authority that kills its citizens behind the bars of “Illusory Recovery” and bypasses the judiciary is an authority lacking competence and stripped of any legitimacy it claims in exchange for a functional role.
II. Deliberate Impoverishment and Ideological Engineering (Savage Neoliberal Policies)
We warn against the policy of “Systematic Starvation” used to break the will of Syrians and barter a loaf of bread for ideological loyalty, replacing one regional infiltration with another by importing radical curricula alien to Syrian moderation. The Ministry of Waqf’s attempt to seize commercial shops in Damascus under the pretext of “Ottoman Endowment” to grant them to foreign companies and sell the properties of Syrians is a crushing of the middle class and an extortion of Syrians to abandon moderation in favor of Salafi-Jihadi ideology practiced in mosques against their children.
III. The Tel Hamis Crime and the Violation of the Right to Education
The exclusion of the city of Tel Hamis and its countryside (450 villages)—with an Arab majority—from examination centers is a flagrant violation of the right to education according to:
• The Universal Declaration of Human Rights (Article 26).
• The International Covenant on Economic, Social and Cultural Rights (Articles 13-14).
• The Convention on the Rights of the Child (Articles 28-29) and the UNESCO Convention against Discrimination in Education.
This marginalization aims to create an environment of ignorance, making our children easy prey for extremism or military mercenarism—a collective punishment that deepens secession.
IV. Legal Invalidity of the “Four Seas” Initiative
What was announced by “Ahmed Al-Sharaa” (Jolani) in Nicosia is a “Bond of Subservience” that lacks a popular mandate. We reject the transformation of Syria into a “Joint-Stock Company” protected by warlords, family corruption, and extremist ideology. Any commitments signed in Brussels on May 11 are legally null and void. We warn the European Union and international companies against deals built on the ruins of Syrian sovereignty and blood; corridors over a land without a democratic path are corridors over shifting sands—legally and popularly.
V. The Illusion of Stability and Warning of “Suspicious Deals”
The revival of the 2009 project in 2026 as a pillar to legitimize the “Al-Sharaa” authority internationally is an attempt to sell a “safe land route” in exchange for silence on crimes. Bartering “legitimacy and money” for securing Asian corridors toward Europe is an evasion of the political life for which Syrians sacrificed, and an attempt to impose a “Permanent Emirate Rule” that kills the dream of a civil state.
VI. Appeal to the Elite and the Impact of Projects on the People
The international community’s silence on radicalism and crimes, despite reports from the Independent International Commission of Inquiry, is an unacceptable double standard. The nations seeking investments in Syria enjoy democracy and the rule of law for their own people, while legitimizing an authority for Syria that robs the citizen of the right to decision-making and power rotation through a broken parliament and an unelected authority.
Conclusion and Historical Warning:
Syrian history confirms that any authority imposed to satisfy external interests while ignoring the will of its people is destined to vanish. Betting on armed groups to secure the interests of continents is a suicidal gamble. Syria’s geopolitical position requires building a civil, democratic state of institutions and law to implement projects, not supporting a ruler with a jihadist background and family corruption.
We state clearly: Strategic projects cannot begin before the end of the transitional phase and its acceleration through a genuine National Conference and a modern constitution that guarantees human rights and political participation. Talking about a safe investment environment in a country torn by conflicts fueled by the regime itself is a figment of imagination.
Syria is not for sale… and the spark that began with the word will end with the restoration of the homeland.
