بيان ترحيب واستشراف لمستقبل السلام والاستقرار الإقليمي والدولي

تُعرب ممثلية القارة الإفريقية للمنظمة الدولية لحقوق الإنسان والدفاع عن الحريات العامة بأمريكا عن ترحيبها ودعمها لمسار العلاقات المغربية الإسرائيلية، والذي يعكس رؤية استراتيجية شجاعة تقوم على الواقعية السياسية واستثمار القنوات الدبلوماسية المباشرة لخدمة قضايا السلام والاستقرار في الشرق الأوسط وشمال أفريقيا، وتجسيد الدعم الميداني للحقوق المشروعة للشعب الفلسطيني.
وفي هذا السياق، نود الإشادة بالمرتكزات الأساسية لهذا المسار وتأكيد النقاط التالية:
- الجسر الديمغرافي والثقافي: إبراز الدور المحوري للجالية اليهودية ذات الأصول المغربية في إسرائيل، والتي تُقدّر بقرابة المليون نسمة مع الأجيال المتعاقبة (وتُشكل ثاني أكبر جالية يهودية هناك)، إلى جانب أبناء الطائفة داخل المغرب ودول الانتشار (الفرنكوفونية و الأمريكيتين) التي ترفع الإجمالي حول العالم إلى ما بين 1 و1.5 مليون نسمة. تمثل هذه الجالية بصلاتها الروحية والتاريخية بوطنها الأم جسراً حيوياً للتواصل الفعال والتقارب الشعبي.
- الدبلوماسية البناءة وفاعلية الحوار: تأكيد أن فتح قنوات التواصل المباشرة يُعد الخيار الأكثر فاعلية مقارنة بالقطيعة، إذ يتيح للمملكة ممارسة دور الوسيط الموثوق والمحايد القادر على التواصل مع كافة أطراف النزاع لتقريب وجهات النظر، والتدخل المباشر لتهدئة التوترات، والعمل على إيجاد حلول عادلة وشاملة.
- الدور العملي عبر “مجلس السلام الدولي”: تثمين الإنضمام المؤسس للمغرب في “مجلس السلام الدولي”، والذي ينقل جهود المملكة من النطاق الدبلوماسي إلى الفعل الميداني التنفيذي، من خلال المبادرة بالإسهام في القوة الدولية للاستقرار (ISF) لإعادة هيكلة وتدريب الشرطة الفلسطينية، وتدشين مستشفى عسكري ميداني مجهز بالكامل داخل قطاع غزة، فضلاً عن إطلاق برامج إعادة الإعمار ونبذ التطرف وتعزيز ثقافة التعايش.
- الدعم الميداني والإنساني المباشر: التنويه بالمكاسب العملية التي أثمرتها هذه العلاقات، وفي مقدمتها استثمار النفوذ الدبلوماسي لفتح ممرات برية حيوية واستثنائية لإيصال المساعدات الإنسانية والغذائية مباشرة إلى سكان قطاع غزة والقدس الشريف في أوقات الأزمات، مما يجسد التخفيف الملموس من معاناة الشعب الفلسطيني.
- حماية المقدسات والتمسك بالثوابت: التأكيد على الدور التاريخي والريادي للعاهل المغربي أمير المؤمنين الملك محمد السادس نصره الله رئيس “لجنة القدس”، حيث تسهم القنوات الفاعلة وذراعها “بيت مال القدس” في حماية الوضع القانوني والتاريخي للمقدسات الإسلامية والمسيحية ودعم صمود المقدسيين، بالتوازي مع التمسك الثابت بحل الدولتين وإقامة الدولة الفلسطينية المستقلة على حدود 1967 وعاصمتها القدس الشرقية.
إننا على يقين بأن الاستمرار في هذا الخيار الاستراتيجي الحكيم يُمكّن المغرب من لعب دور قاطرة السلام والوساطة المتزنة، وتحويل الاتفاقيات السياسية والدبلوماسية إلى بيئة استقرار أمني واقتصادي مستدام يخدم تطلعات شعوب المنطقة ويصون حقوق الشعب الفلسطيني وفق القرارات الدولية ومبدأ التعايش السلمي، ونبذ خطاب الكراهية، وتعزيز التسامح بين الأديان ونشر ثقافة المحبة والإخاء والسلام.
لقد أثبتت التجارب التاريخية أن النزاعات والحروب لا تُخلّف سوى الدمار والضحايا والمآسي الإنسانية التي تطال الجميع دون استثناء، ولا سيما في منطقة الشرق الأوسط التي اكتوت بنيران الصراعات الممتدة، حتى بين أبناء الدين الواحد والانتماء الحضاري المشترك. لقد آن الأوان أن تتحرك دول المنطقة ومجتمعاتها الحية، المؤمنة بقيم السلام والعدالة، لكسر حلقة العنف المفرغة وإيقاف النزاعات، والانتقال من منطق المواجهة إلى منطق الحوار والتعاون؛ تمهيداً لإرساء أدبيات العيش المشترك، وبناء مستقبل آمن ومستدام يتسع لجميع شعوب المنطقة
وبالخاتمة، إن هدفنا الأسمى والرئيسي لدعم كل هذه المبادرات الدبلوماسية والمساعي الحثيثة، يتجلى في تعزيز ثقافة وحماية حقوق الإنسان، ووقف سفك الدماء، وإنهاء حالة النزاعات وحروب الوكالة والإرهاب التي أثقلت كاهل المنطقة لعقود وصولاً إلى إرساء بيئة إقليمية آمنة تضمن صون الكرامة الإنسانية وحق الشعوب الأصيل في الحياة والسلام والتنمية.

Press Release: Welcoming and Envisioning the Future of Regional and International Peace and Stability
Morocco, Israel“
The Representation of the African Continent for the International Human Rights Organization and Defense of Public Liberties in America expresses its welcome, support, for the trajectory of Moroccan-Israeli relations. This path reflects a courageous strategic vision grounded in political realism and the utilization of direct diplomatic channels to serve the causes of peace and stability in the Middle East and North Africa, while providing tangible on-the-ground support for the legitimate rights of the Palestinian people.
In this context, we commend the fundamental pillars of this course and affirm the following points:
- The Demographic and Cultural Bridge: Highlighting the pivotal role of the Israeli community of Moroccan origin, estimated at nearly one million people across successive generations (constituting the second-largest Jewish community there). Together with members of the community within Morocco and the diaspora (in the Francophonie and the Americas), the global total reaches between 1 and 1.5 million people. Through their spiritual and historical ties to their homeland, this community represents a vital bridge for effective communication and popular rapprochement.
- Constructive Diplomacy and the Efficacy of Dialogue: Affirming that opening direct lines of communication is the most effective approach compared to severance. It enables the Kingdom to act as a trusted and neutral mediator capable of engaging with all parties to the conflict to bridge perspectives, intervene directly to de-escalate tensions, and work toward just and comprehensive solutions.
- A Practical Role via the “International Peace Council”: Valuing Morocco’s founding membership in the “International Peace Council,” which elevates the Kingdom’s efforts from diplomatic engagement to executive field action. This is demonstrated through its contribution to the International Stabilization Force (ISF) to restructure and train the Palestinian police, the operation of a fully equipped military field hospital inside the Gaza Strip, and the launch of rehabilitation and reconstruction programs aimed at countering extremism and promoting a culture of coexistence.
- Direct Field and Humanitarian Support: Noting the practical gains yielded by these relations, most notably leveraging diplomatic influence to open vital and exceptional land corridors for delivering humanitarian and food aid directly to the populations of the Gaza Strip and Jerusalem during times of crisis, thereby alleviating the tangible suffering of the Palestinian people.
- Preserving Holy Sites and Upholding Core Principles: Reaffirming the historical and pioneering role of the Moroccan Monarch, Commander of the Faithful, King Mohammed VI—may God assist him—President of the Al-Quds Committee. The active channels and its executive arm, the Bayt Mal Al-Quds Agency, contribute to safeguarding the legal and historical status of Islamic and Christian holy sites and supporting the resilience of Jerusalemites, alongside an unwavering commitment to the two-state solution and the establishment of an independent Palestinian state on the 1967 borders with East Jerusalem as its capital.
We are confident that pursuing this wise strategic course empowers Morocco to serve as a driver of peace and balanced mediation, converting political and diplomatic agreements into a sustainable framework for security and economic stability. This serves the aspirations of the region’s peoples and safeguards the rights of the Palestinian people in accordance with international resolutions, the principles of peaceful coexistence, the rejection of hate speech, the promotion of interfaith tolerance, and the dissemination of a culture of love, brotherhood, and peace.
Historical experience has repeatedly proven that conflicts and wars yield nothing but destruction, casualties, and human tragedies that spare no one, particularly in the Middle East, which has suffered from prolonged conflicts even among followers of the same faith and shared cultural heritage. The time has come for the nations of the region and their vibrant societies, who believe in the values of peace and justice, to break the vicious cycle of violence and halt conflicts, transitioning from a mindset of confrontation to one of dialogue and cooperation—paving the way for shared existence and a secure, sustainable future for all peoples of the region.
In conclusion, our ultimate and primary objective in supporting all these diplomatic initiatives and earnest endeavors is to promote a culture of human rights and ensure their protection, end bloodshed, and halt conflicts, proxy wars, and terrorism that have burdened the region for decades, aiming to establish a secure regional environment that guarantees human dignity and the inherent right of all peoples to life, peace, and development.
