بيان إدانة واستنكار للتفجير الإرهابي في العاصمة دمشق
نعلن في المجلس الوطني لحقوق الإنسان عن ادانتنا واستنكارنا الأليم للتفجير الإرهابي الذي استهدف المدنيين في العاصمة دمشق بمقهى المشيرية شارع النصر منطقة الحجاز بالقرب من قصر العدلي(القضاء)
والذي راح ضحيته حتى الآن سبعة ضحايا وأكثر من 16 جريح
وأننا نؤكد رفضنا القاطع والمطلق لـ “سياسة تفخيخ الفضاء العام”، وجعل أرواح المواطنين وممتلكاتهم وقوداً أو رسائل دموية متبادلة لصالح أي أجندات أو حسابات صراع —داخلية كانت أم إقليمية—. إن دماء السوريين ليست صندوق بريد، ونرفض فرض واقع أمني مشوه تحت وطأة الترهيب.

أولا : نؤكد أن هذا العمل الإجرامي يمثل انتهاكاً صارخاً للشرعية الدولية لحقوق الإنسان وقواعد السلوك الدولي في مكافحة الإرهاب، من خلال

1. الحق المقدس في الحياة: يشكل هذا التفجير انتهاكا مباشراً للمادة (3) من الإعلان العالمي لحقوق الإنسان، والمادة (6) من العهد الدولي الخاص بالحقوق المدنية والسياسية (والذي تُعد سوريا طرفاً فيه)، واللتان تؤكدان أن الحق في الحياة حق ملازم لكل إنسان لا يجوز حرمانه منه تعسفاً، وأن تأمين الأمان الشخصي للمواطن هو أسمى واجبات السيادة.
2. قرارات مكافحة الإرهاب الدولية: يخالف هذا الهجوم قرار مجلس الأمن رقم 1373 والقرارات الأممية ذات الصلة، والتي تصنف هذه الأفعال كجرائم جنائية خطيرة وغير مبررة تحت أي ذريعة أو دافع، وتفرض على المجتمع الدولي ملاحقة وتجريم مرتكبيها ومموليها ومحركيها من خلف الستار.
   ثانيا : أمام هذا التطور الخطير، نطالب السلطة القائمة في مرحلتها الانتقالية، وكافة الأجنحة والقوى المؤثرة بالمشهد، بالتحرك الفوري وفق الآتي:
   حظر التوظيف السياسي والأمني: نطلق نداءً حقوقياً حازماً لكافة الأطراف داخل السلطة بضرورة النأي التام بالملف الأمني وحياة المدنيين عن صراعات النفوذ أو محاولات إعادة هندسة المشهد الداخلي بقوة السلاح، والكف عن اتخاذ المرافق المدنية ساحة لتصفية الحسابات.
   المسؤولية الحصرية والتحقيق الشفاف: إن الحفاظ على السلم الأهلي هو الاختبار الحقيقي لشرعية السلطة الانتقالية ومؤسساتها القضائية والأمنية لذا، نطالب بفتح تحقيق جنائي فوري وشفاف، وكشف ملابساته للرأي العام، وملاحقة الجناة وتقديمهم لعدالة القانون، كبديل حتمي عن فوضى السلاح والاختراقات الميليشياوية.وانتشار فكر التطرف والإيدلوجيات العابرة للحدود

📄 Statement of Condemnation and Denunciation regarding the Terrorist Bombing in the Capital, Damascus
The National Council for Human Rights declares its painful condemnation and denunciation of the terrorist bombing that targeted civilians in the capital, Damascus, at a cafe in the Al-Hejaz area near the Palace of Justice (the Judiciary), which has so far claimed the lives of seven victims and left more than 16 wounded.
We affirm our categorical and absolute rejection of the “policy of weaponizing and bombing public spaces,” and turning citizens’ lives and properties into fuel or bloody messages exchanged for the benefit of any agendas or conflict calculations—whether internal or regional. Syrian blood is not a mailbox, and we reject the imposition of a distorted security reality under the weight of intimidation.
First:
We emphasize that this criminal act represents a flagrant violation of international human rights law and international rules of conduct in combating terrorism, through:

1. The Sacred Right to Life: This bombing constitutes a direct violation of Article (3) of the Universal Declaration of Human Rights and Article (6) of the International Covenant on Civil and Political Rights (to which Syria is a party). Both articles affirm that the right to life is an inherent right of every human being that shall not be arbitrarily deprived, and that ensuring the personal security of citizens is the supreme duty of sovereignty.
2. International Counter-Terrorism Resolutions: This attack violates UN Security Council Resolution 1373 and relevant UN resolutions, which classify these acts as serious and unjustifiable criminal offenses under any pretext or motivation, and mandate the international community to prosecute and criminalize their perpetrators, financiers, and orchestrators from behind the scenes.
   Second:
   In light of this dangerous development, we demand that the current authority in its transitional phase, along with all factions and influential forces on the scene, take immediate action in accordance with the following:
   Ban on Political and Security Exploitation: We issue a firm human rights appeal to all parties within the authority on the absolute necessity to completely distance the security file and civilian lives from influence struggles or attempts to re-engineer the internal landscape by force of arms, and to cease turning civilian facilities into arenas for settling scores.
   Exclusive Responsibility and Transparent Investigation: Preserving civil peace is the true test of the legitimacy of the transitional authority and its judicial and security institutions. Therefore, we demand the immediate opening of a transparent criminal investigation, revealing its circumstances to the public, and prosecuting and bringing the perpetrators to justice under the law, as an inevitable alternative to weapons chaos, militia infiltrations, and the spread of extremist thought and cross-border ideologies.
   Our heartfelt condolences to the families of the victims, and our wishes for a speedy recovery to the wounded.
