بيان إدانة للإعتداء الآثم على سفارة دولة الإمارات العربية المتحدة بدمشق
(توضيح الموقف والخلفيات القانونية والسياسية)
يتابع المجلس الوطني لحقوق الإنسان (NCHR) ببالغ الاستنكار والقلق، ويدين الاعتداء المشين الذي استهدف حرمة سفارة دولة الإمارات العربية المتحدة الشقيقة في العاصمة دمشق. إن هذا العمل الغوغائي، الذي تم تحت بصر وتوجيه “سلطة الأمر الواقع” وأجهزتها الأمنية، لا يمثل تطلعات الشعب السوري، بل يخدم أجندات إقليمية وجهادية غريبة عن هويتنا الوطنية.
إننا ومن منطلق مسؤوليتنا الوطنية، نضع النقاط على الحروف وفق المعطيات التالية:
أولاً: الاستهداف الممنهج لدول الاعتدال العربي
يتساءل المجلس: لماذا استهداف دولة الإمارات العربية المتحدة تحديداً؟ وهي الدولة التي وقفت تاريخياً مع الحق الفلسطيني بالدعم المادي والسياسي مع دول الخليج وأشقائها العرب، ودعمت خيار “حل الدولتين” الذي أقرته والتزمت به الدول العربية كخيار استراتيجي لإنهاء الصراع العربي الإسرائيلي، وساهمت بمبادرات إنسانية لإعمار غزة ولبنان. إن هذا الاعتداء ليس “رد فعل شعبي” عفوي، بل هو “رسالة سياسية قذرة” يديرها تحالف (الشرع – الإخوان) لضرب عمق سورية العربي وعزلها، وأخذها إلى محاور تخريبية؛ فإيران والإخوان المسلمون وجهان لعملة واحدة.
ثانياً: المتاجرة بالقضية الفلسطينية وتورط إيران في 7 أكتوبر
إن الزج باسم “فلسطين” في أعمال الشغب بدمشق هو ذروة الإفلاس الأخلاقي. فبينما قدم العرب الإعمار والاستقرار بعد كل حرب أشعلها المشغل الإيراني، لم تقدم إيران ومشروعها الفارسي للمنطقة سوى الخراب والغيبيات السياسية والسلاح النووي التدميري. إن أحداث 7 أكتوبر كانت بمثابة “طلقة الرحمة” التي أطلقتها طهران على حل الدولتين، لتستمر في متاجرتها بالدم الفلسطيني والسوري، وتصدير أزماتها الوجودية عبر تحريك حروب الوكالة وزعزعة استقرار الدول العربية وتصدير ثورتها المتطرفة الدينية الراديكالية وضياع حل الدولتين والوصول لمكة لأسباب وغيبيات دينية. والنتيجة كانت دمار سورية وفلسطين وتشريد الشعوب بانتصارات وهمية لن تغير المعادلة، بل أثبتت الوقائع أن المبادرة العربية للسلام كانت صحيحة وأقصى حد يمكن الوصول له لاستقرار المنطقة والتنمية الاقتصادية. وما نراه اليوم من اعتداءات إيرانية سافرة على دول الخليج والأردن دليل على كشف المخطط وإسقاط القناع الإيراني علناً.
ثالثاً: واقع الشعب السوري مقابل “مسرحيات السلطة”
إن الشعب السوري الذي يرزح تحت وطأة الجوع والقهر والحصار، لا يملك ترف “رشق الحجارة” على أشقائه الذين يمدون له يد العون. إن المحرك الحقيقي لهذه “التمثيلية الفاشلة” هو تنظيم الإخوان المسلمين وأدواته، الذين يحاولون ابتزاز دول الاعتدال واتفاقيات إبراهيم، في محاولة يائسة لحجز مقعد لهم في الخارطة الإقليمية القادمة بعد حرب إيران.
رابعاً: المسؤولية القانونية والدولية (وفق اتفاقية فيينا 1961)
تتحمل “سلطة دمشق” المسؤولية الكاملة عن خرق اتفاقية فيينا للعلاقات الدبلوماسية. إن الاعتداء على السفارات، بما في ذلك إلقاء الحجارة وشتم الرموز الوطنية، يعد انتهاكاً جسيماً لقواعد القانون الدولي:

1. حرمة المقرات (المادة 22): تنص الاتفاقية على التزام الدولة المضيفة باتخاذ كافة التدابير لحماية مقرات البعثة من أي ضرر، ومنع أي إخلال بأمنها أو مساس بكرامتها.
2. صيانة شخص المبعوث (المادة 29): الالتزام بمعاملة الدبلوماسيين بالاحترام الواجب ومنع أي اعتداء على حريتهم أو كرامتهم.
3. المسؤولية الدولية والجنائية: تتحمل الدولة المضيفة مسؤولية التعويض عن الأضرار المادية، وملزمة بمعاقبة الأفراد المعتدين.
   إن عجز السلطة عن حماية سفارة في قلب العاصمة – أو تعمدها تسهيل الاعتداء – يثبت للعالم أجمع عدم أهليتها السياسية والأخلاقية كبوصلة لاستقرار مستقبل سورية ضمن محور السلام الإقليمي، ومحاولة بائسة للتغطية على فشلها وجرائمها في الداخل السوري وفق التوثيقات الميدانية، تحت مسمى “مجموعات غير منضبطة وأخطاء فردية” تسببت بقتل آلاف الضحايا، واستغلال الظروف الدولية للإفلات من العقاب عبر الترويج لعدالة انتقالية وهمية.
   خاتمة:
   إن مستقبل سورية مرتبط جذرياً بـ الاعتدال العربي والالتزام بالقانون الدولي، لا بالتبعية للمشروع الفارسي أو الغوغائية الإخوانية. ونؤكد رفضنا لمحاولات اختطاف القرار السوري وتحويله إلى خنجر في خاصرة الأشقاء العرب.
   عاشت سورية حرة أبية.. دولة مدنية ديمقراطية تعددية للجميع.

Statement of Condemnation for the Criminal Assault on the Embassy of the United Arab Emirates in Damascus
(Clarification of the Legal and Political Context and Background)
The National Council for Human Rights (NCHR) is following with profound condemnation and concern the disgraceful assault targeting the sanctity of the Embassy of the brotherly United Arab Emirates in the capital, Damascus. This mob-led act, carried out under the watchful eye and direction of the “de facto authority” and its security apparatus, does not represent the aspirations of the Syrian people. Rather, it serves regional and jihadist agendas that are alien to our national identity.
From our position of national responsibility, we set the record straight based on the following facts:
First: The Systematic Targeting of Arab Moderation States
The Council questions: Why target the United Arab Emirates specifically? It is a nation that has historically stood by the Palestinian cause through material and political support alongside the Gulf States and its Arab brothers. It has consistently supported the “Two-State Solution” adopted by Arab nations as a strategic choice to end the Arab-Israeli conflict and has contributed through humanitarian initiatives to the reconstruction of Gaza and Lebanon. This assault is not a spontaneous “popular reaction,” but a “filthy political message” managed by the (Al-Sharaa – Muslim Brotherhood) alliance to strike at Syria’s Arab depth and isolate it, dragging the country toward destructive axes. Iran and the Muslim Brotherhood are two sides of the same coin.
Second: Exploiting the Palestinian Cause and Iran’s Involvement in October 7th
Dragging the name of “Palestine” into the riots in Damascus is the height of moral bankruptcy. While Arab nations provided reconstruction and stability following every war ignited by the Iranian operator, the Iranian “Persian Project” has offered the region nothing but ruin, political metaphysics, and destructive nuclear ambitions. The events of October 7th served as the “coup de grâce” fired by Tehran at the Two-State Solution, aiming to continue trading in Palestinian and Syrian blood. It seeks to export its existential crises by triggering proxy wars, destabilizing Arab states, and exporting its radical religious-revolutionary ideology based on religious delusions—such as reaching Mecca. The result has been the destruction of Syria and Palestine and the displacement of peoples through illusory “victories” that did not change the equation but exacerbated the tragedy. Facts have proven that the Arab Peace Initiative was the correct path and the maximum achievable goal under the current regional and international reality for stability and economic development. The blatant Iranian aggressions we see today against the Gulf States and Jordan are clear evidence of the exposed plot and the public dropping of the Iranian mask.
Third: The Reality of the Syrian People vs. “Regime Theatrics”
The Syrian people, suffering under the weight of hunger, oppression, and siege, do not have the luxury of “throwing stones” at their brothers who extend a helping hand. The true driver of this “failed play” is the Muslim Brotherhood organization and its tools, which are attempting to blackmail the moderation states and the Abraham Accords in a desperate bid to secure a seat in the upcoming regional map following the war on Iran.
Fourth: International and Legal Responsibility (Per the 1961 Vienna Convention)
The Damascus authority bears full responsibility for the violation of the Vienna Convention on Diplomatic Relations. The assault on embassies, including stone-throwing and insulting national symbols, constitutes a grave breach of international law:

1. Inviolability of Premises (Article 22): The Convention mandates that the receiving State is under a special duty to take all appropriate steps to protect the premises of the mission against any intrusion or damage and to prevent any disturbance of the peace of the mission or impairment of its dignity.
2. Protection of Diplomatic Agents (Article 29): The obligation to treat diplomats with due respect and take all appropriate steps to prevent any attack on their person, freedom, or dignity.
3. International and Criminal Liability: The host state is liable for reparations for material damage and is obligated to punish the perpetrators.
   The authority’s failure to protect an embassy in the heart of the capital—or its deliberate facilitation of the assault—proves to the world its lack of political and moral eligibility to serve as a compass for Syria’s future stability within the regional peace axis. It is a desperate attempt to cover up its failures and crimes within Syria, as documented on the ground, under the guise of “uncontrolled groups” or “individual errors” that have caused thousands of victims. This is a clear attempt to exploit international conditions to evade accountability through the promotion of an illusory transitional justice.
   Conclusion:
   The future of Syria is fundamentally linked to Arab Moderation and commitment to International Law, not to subordination to the Persian Project or the mob rule of the Muslim Brotherhood. We reaffirm our rejection of attempts to hijack the Syrian decision-making process and turn it into a dagger in the side of our Arab brothers.
   Long live a free and proud Syria.. a civil, democratic, and pluralistic state for all.
