• The Council seeks to contribute to achieving a qualitative human rights renaissance and promoting the democracy of human participation and human rights among the groups of society, in particular the youth groups, adopting the principle of transparency and professionalism, empowering women and youth, and strengthening their efforts to reach decision-making positions
Chapter 3:Objectives :
1. Creating youth community awareness capable of contributing to strengthening and consolidating the values and principles of democracy, the right to political participation, and human rights .
2. Developing and promoting human rights, democracy, and freedom of opinion and expression .
3. Paying attention to the issues of women and children, highlighting them, and preserving their rights guaranteed by international laws and conventions.
4. Empowering Syrian women in political and social roles, making them aware of their legal and civil rights, and combating any behavior that violates their rights.
5. Promoting tolerance and social peace by managing intellectual debates between approaches to human thought ,In a climate where the values of democracy, respect and acceptance of others prevail.
6. Paying attention to issues of sustainable human development, combating corruption, and spreading a culture of integrity in society .
7. Cooperation and coordination with similar institutions at home and abroad.

Projects that the Council will work on
1) Holding specialized training courses and workshops in cooperation with international organizations in order to spread awareness of human rights concepts.
2) Monitor violations, expose human rights violations committed, and work to stop them.
3) Participate and contribute to national and international conferences with common goals, Coordination and networking with bodies that rely on international reference in their human rights work
4) Participating with national human rights bodies and institutions to launch a project to promote political and democratic transformation in Syria
5) Participating with national human rights bodies and institutions in order to launch development projects related to the political and social empowerment of youth
6) Participating with national human rights bodies and institutions in order to launch development projects related to rehabilitation and capacity building
7) Participating with national human rights bodies and institutions in order to launch development projects related to youth and transitional justice in Syria

Chapter Two Chapter 1
Powers of the Chairman of the Council
1- It is the official spokesman for the Council locally, regionally and internationally
2- Draws the general policy of the Council according to its internal and external vision for the benefit of the Council and the Syrian human rights situation
3- The Council is represented in internal conferences and international forums and has the right to delegate someone from the Council to act on its behalf
4- He has the right to appoint and dismiss advisors, assign them tasks, and supervise any work task in the interest of the council
5- Any decision, statement or publication issued by the Council shall not be considered valid without his official signature
6- No activist shall be appointed within the council without its official approval
7- The president is elected every four years by the general assembly and the opinion of members and activists
8- Calls for regular and emergency meetings, presents drafts and action plans of the Council, and discusses work reports and results
9- He signs protocols, local, regional and international agreements and partnerships according to his vision for the interest of the Council
10- Receiving complaints, deciding on them and referring them according to the specialization, and addressing the public authorities

General Authority 1- The Commission meets upon the invitation of the Chairman of the Council to decide on decisions and discuss reports and the work of the Council
2- The Authority takes its decisions by majority, and the President’s vote is the casting vote
3- It elects the President of the Council from among its members every four years
4- Remove any member of the Council or activist in the event of violating the Council’s objectives and public policy after approval by the Council President
