The National Council for Human Rights in Syria an independent non-governmental body working to defend human rights issues. The Council was founded in 2005 As a result of the restriction and not allowing human rights work in Syria, and considering human rights organizations as opposition, the Council remained secretly and was publicly announced in general. 2007 With an official statement and holding its first conference with almost complete narrowing, its name was at that time the National Council for Public Liberties. Bassam Muhammad Hussein was elected Secretary-General, after which he quit his job and moved to the political track, and now he is the general coordinator of the Radical Democratic Gathering, the Fourth Current.,
A year later, its name became the National Council for Human Rights, and Hossam Suleiman was elected as its president. The council worked to monitor human rights violations in Syria, but the council was subjected to severe harassment for fear that it was a secret party, which is an excuse not to allow human rights work.. Because of the effective human rights movement, the Council was subjected to a campaign of security summons, and the official of foreign relations at the time, Qutaiba Qassem Al-Arab, was arrested on 20-5-2008. He remained in detention for about two years, and no judicial ruling was issued against him. The Council was subjected to a freeze and the human rights work in Syria in general was stopped..
And in general, 2010 The Council continued its activities despite the restrictions and events erupted in Syria. The Council participated in sit-ins and peaceful struggle away from violence, calling for reforms and freedom of human rights work.. Because of the prosecution of any former detainee in Syria during the crisis and as a result of the danger to life, Qutaiba Qassem Al-Arab went to Jordan and then to Morocco to conduct research in order to provide the Council with the necessary expertise and international friction and to prove the Syrian human rights role .
On 7/13/2013, Qutaiba Qassem Al-Arab was elected as Chairman of the National Council for Human Rights and the presidency of the Council was transferred abroad due to the Syrian crisis and the ease of work and human rights struggle in cooperation with the Council at home to monitor and document the serious violations in Syria and the invasion of terrorism and violence in Syria.

He also participated in the Human Rights Conference in Cairo with a working paper entitled The Role of Religious Movements in the Arab Spring Revolutions
He also participated in the International Conference on Victims of Terrorism in Morocco
He also participated in the World Forum for Human Rights in Morocco
He participated in many human rights and civil society seminars
He worked on the file of Syrian refugees abroad by communicating with the High Commissioner for Refugees and issuing the necessary statement on the matter.
